The organizational department of the RSA apparatus is formed by the order of the head of the RSA in accordance with the Law of Ukraine “On Local State Administrations”, and is subordinated to the head of the RSA and the head of the RSA apparatus.
In its activities, the Department is guided by the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, orders of the Head of the Regional State Administration, the Regulation on Organizational Management of the Regional State Administration and other regulations.
The department includes:
Protocol Department;
Department of Analytical and Methodological Work;
Department for Planning the Work of the Regional State Administration;
Sector for Interaction with Executive Authorities and Local Self-Government Bodies.
Job descriptions of the department's employees are approved by the chief of staff of the regional state administration. Liquidation and reorganization of the department is carried out on the basis of the order of the head of the regional state administration.
Main tasks and areas of work of the department:
Organizational support of the RSA activities, preparation of materials on organizational work for submission to the head and board of the RSA.
Ensuring planning of the work of the RSA and its board in accordance with the Rules of Procedure of the RSA and the Regulation on the Board of the RSA.
Ensuring interaction with district state administrations, local self-government bodies, military-civilian administrations of Donetsk region settlements, territorial bodies of ministries and other central executive authorities in the region, summarizing and disseminating their positive work experience.
Conducting analytical and methodological work on organizational issues in the staffs of district state administrations, civil-military administrations of Donetsk region's settlements, executive bodies of local councils, and structural units of the regional state administration.
Improving the forms and methods of organizational work of district state administrations, military-civilian administrations of cities of regional significance in the region, local self-government bodies, and structural units of the regional state administration.
Implementation of protocol measures to ensure working trips of the head of the regional state administration, senior officials of Ukraine, heads of ministries and other central executive bodies.
Development of draft regulations on issues within the competence of the department.
