The Financial Support Department of the RSA is a structural subdivision of the RSA, which is established by the order of the head of the RSA in accordance with the Law of Ukraine “On Local State Administrations”, the Model Regulation on the Accounting Service of a Budgetary Institution approved by the Resolution of the Cabinet of Ministers of Ukraine No. 59 of January 26, 2011 (as amended), the Model Regulation on a Structural Subdivision of a Local State Administration approved by the Resolution of the Cabinet of Ministers of Ukraine of September 26, 2011.
In its activities, the department is guided by the Constitution of Ukraine and laws of Ukraine, decrees of the President of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted in accordance with the Constitution and laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, orders of the Ministry of Finance of Ukraine, the State Treasury Service of Ukraine, orders of the head of the regional state administration, orders of the head of the regional state administration's staff and other regulatory legal acts governing budgetary relations and financial and economic activities of a budgetary institution.
The main tasks of the department are:
accounting of financial and economic activities of the regional state administration and preparation of reports;
reflecting in the documents reliable and complete information on business transactions and performance results necessary for the operational management of budget allocations (appropriations) and financial and material (intangible) resources;
ensuring compliance with the budget legislation when entering into budgetary obligations, timely submission for registration of such obligations, making payments in accordance with the budgetary obligations, accurate and complete reflection of transactions in accounting and reporting;
ensuring control over the availability and movement of property, use of financial and material (intangible) resources in accordance with approved standards and estimates;
Preventing the occurrence of negative phenomena in financial and economic activities, identifying and mobilizing internal reserves;
preparation of quarterly and annual consolidated reporting under the KVK 775 “Donetsk Regional State Administration”, submission to the Treasury, the Accounting Chamber of Ukraine, and the Ministry of Finance of Ukraine;
Preparation of budget program passports, budget requests, submission of information and reports on the implementation of programs for each area of use in cases where the regional state administration is designated as the main spending unit for programs of the state and regional budgets;
in cases where the regional state administration is designated as a spending unit under certain state budget programs (use of the State Budget Reserve Fund, holding of the Presidential elections, holding of the elections of people's deputies of Ukraine, etc:)
preparation and submission of consolidated estimates, consolidated monthly allocation plans and certificates of changes to them for approval to the relevant line ministries of Ukraine;
preparation of limit certificates, certificates of changes to estimates and allocation plans for district state administrations, executive committees of city councils (cities of regional significance) and budget recipients of budget funds, certificates of changes to estimates and allocation plans under the relevant state programs;
reconciliation, formation and submission to the management of the regional state administration for approval of estimates, allocation plans, plans for the use of budget funds by recipients of state programs;
informing the relevant line ministries on the implementation of state programs;
control over the effective and targeted use of state budget funds allocated for the maintenance of the regional state administration.
