The Department of Personnel and Awards of the Regional State Administration is a structural unit within the staff of the Regional State Administration, which is established by the order of the head of the Regional State Administration in accordance with the Law of Ukraine “On Local State Administrations” and in accordance with the Model Regulations on the Personnel Service of the Executive Body, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 912 of 02.08.96.

The Department is subordinated to the Head of the Regional State Administration and the Deputy Head - Chief of Staff of the Regional State Administration. In its activities, the Department is guided by the Constitution of Ukraine, laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine, decrees and orders of the President of Ukraine, decrees, resolutions and orders of the Cabinet of Ministers of Ukraine, orders of the Head of the Regional State Administration, orders of the Deputy Head - Chief of Staff of the Regional State Administration, DSTU ISO 9001-2001 "Quality Management System. Requirements", the Regulation on Management and other regulations. In the matters of organization and application of methods of personnel work and civil service, the department is guided by the Model Regulations on the personnel service of the executive body, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 02.08.96 No. 912, as well as relevant recommendations of the Administration of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Main Department of Civil Service of Ukraine, the Ministry of Labor and Social Policy of Ukraine, the Ministry of Justice of Ukraine and the Pension Fund of Ukraine.

Main tasks of the department

Implementation of the state policy in the field of civil service and personnel work.

Carrying out analytical and organizational work on personnel management.

Meeting the need for qualified personnel and their effective use.

Forecasting staff development, encouraging employees to pursue a career, and ensuring their continuous training.

Documentation of civil service and labor relations.

Management functions

Ensures the implementation of the state policy on human resources and civil service in the regional state administration.

Prepares methodological materials on HR and civil service issues.

Together with other structural subdivisions of the regional state administration, it determines the annual and long-term need for personnel, forms orders for training, retraining and advanced training of civil servants and heads of subordinate institutions, ensures the conclusion of relevant agreements with educational institutions.

It works with the personnel reserve of the RSA staff, persons applying for the positions of the head and deputy heads of the RSA, heads and deputy heads of structural subdivisions of the RSA.

Supervises the implementation of personal annual plans of persons enrolled in the personnel reserve for the positions of heads of structural subdivisions of the RSA and senior officials of district state administrations.

Makes recommendations to the management of the regional state administration on enrollment of civil servants in the personnel reserve when planning periodic career transfers (rotation).

Carries out organizational and methodological management of the regional Center for retraining and advanced training of employees of state authorities, local self-government bodies, state enterprises, institutions and organizations.

Supervises the selection and placement of personnel in the office of the regional state administration, structural subdivisions of the regional state administration, district state administrations and subordinate institutions.

Accepts relevant documents from applicants for civil servant positions and submits them to the competition commission for consideration, takes other measures to organize competitive selection.

Considers and submits proposals to the management of the regional state administration on the training of personnel.

Prepares materials on the appointment and dismissal of employees of the RSA staff, heads and deputy heads of structural subdivisions of the RSA, heads, deputy heads, heads of staff and structural subdivisions of district state administrations and heads of subordinate institutions.

Prepares materials for approval by the central executive authorities of candidates applying for appointment to senior positions or requiring dismissal from senior positions in the regional state administration and its structural units.

Prepares materials for the meeting of the commission to resolve issues related to the calculation of civil service experience for the payment of monthly bonuses for the length of service to employees of the regional state administration.

Executes documents on taking the oath and assigning ranks to civil servants, makes entries in the employment records.

Calculates the length of service and civil service.

Prepares documents and materials for the extension of the term of civil service and pensions for employees.

Provides organizational support and participates in the work of the appraisal commission and the annual evaluation of the performance of tasks and duties by civil servants, as well as supervises the implementation of this work in the structural units of the regional state administration, district state administrations and subordinate institutions.

Provides training, retraining and advanced training of personnel.

Carries out organizational measures for the timely annual submission by civil servants of information on income, financial liabilities and property owned by them, including abroad, in respect of themselves and their family members (income declaration).

Consider proposals, applications, complaints of citizens, provide explanations, and receive citizens on issues within the competence of the HR service.

Carries out other work related to the application of labor and civil service legislation.
