On May 28, 2026, as part of the regional platform “Dialogue Between Government and Business,” established at the direction of Ukrainian President Volodymyr Zelenskyy, a regular online meeting was held on the topic: “Consulting and Financial Assistance for Businesses in the Agricultural Sector of Donetsk Oblast in 2026.”

Over 90 representatives of businesses and government agencies in the Donetsk region participated in the event. The speaker was Oleksandr Vinyukov, Acting Director of the Donetsk State Agricultural Research Station of the National Academy of Agrarian Sciences (NAAS), Doctor of Agricultural Sciences, and Professor of Agronomy.

During the meeting, participants were briefed on existing financial assistance mechanisms for agricultural producers, particularly regarding compensation for the cost of Ukrainian-made agricultural machinery. They also discussed the subsidy program for raising cattle, which provides payments for keeping cows and goats/sheep. Participants were informed about the start of the application period and the specifics of submitting documents through government digital services.

Special attention was given to support programs in the fisheries sector, specifically compensation for a portion of the costs of stocking ponds, and the preparation of a government resolution regarding partial reimbursement of the cost of domestically produced mineral fertilizers was announced.

During the dialogue, participants also raised the issue of taxation for businesses that were forced to suspend operations due to the occupation. Representatives of the regional state administration provided clarification on the mechanisms for confirming force majeure circumstances and the possibility of retaining the status of a fourth-group single-tax payer.

In addition, farmers were invited to participate in the next meeting of the “Government-Business Dialogue” platform, which will be dedicated to the issue of documenting the losses inflicted on the agro-industrial complex as a result of Russia’s armed aggression against Ukraine.
