In accordance with Order No. 598 of the Cabinet of Ministers of Ukraine dated June 10, 2026, which approved the State Policy Strategy on Internal Displacement for the period up to 2030, and as directed by the Ministry of Recovery, Infrastructure, and Transport of Ukraine, we emphasize the critical importance of adhering to safety measures and warn of the high risks associated with returning to abandoned places of residence.
We urge citizens to refrain from traveling to or attempting to return to territories temporarily under occupation, as well as to areas where active hostilities are taking place.
Returning to temporarily occupied territory (TOT) and to zones of active combat poses a deadly threat.
Major threats and dangers:
- Screening and checks: At checkpoints, the occupiers rigorously inspect phones and documents. Suspicion of pro-Ukrainian views can lead to imprisonment or disappearance.
- Restrictions on rights: Life under occupation deprives people of basic freedoms. People become hostages of the regime, without access to accurate information or adequate medical care.
- Forced passport issuance and mobilization: The occupiers force people to accept Russian passports and create conditions under which local residents can be mobilized into the enemy’s army.
- Threats to life and health: regular shelling, high levels of mine danger, and the presence of unexploded ordnance and explosive objects;
- Lack of basic living conditions: widespread destruction of housing, critical and social infrastructure; interruptions or complete lack of electricity, water, and gas supplies, communications, and access to medical care;
- Inability to leave: After returning, it will be very difficult and dangerous to leave for territory controlled by Ukraine.

Remember: It is important to seek alternatives and not risk what is most precious. Preserving your life, health, and the safety of your loved ones is the highest priority. Returning home will only be possible after an official announcement of de-occupation, the completion of stabilization measures, demining, and the establishment of safe conditions.
