Business TALK: An Expert Platform for Employment Programs

Published 31 July 2026 year, 13:18

Businesses face new challenges every day, while government support programs create additional opportunities for growth. In our Business TALK: An Expert Platform for Employment Programs series, we answer the most common questions from employers, explain legal provisions, and show how to make the most of employment service programs.

Today's question: Can an employer receive compensation for hiring a person of pre-retirement age?

Answer: Yes.

Ukrainian legislation provides special incentives for employers who hire individuals who are within 10 years of reaching the statutory retirement age.

If such a person is hired through a referral from the Employment Center, the employer may receive compensation equal to 50% of the minimum wage. The compensation is paid for six months, provided that all legal requirements are met.

This program is designed to support the employment of people approaching retirement age while helping employers partially offset labor costs.

The procedure for providing compensation to employers for hiring registered unemployed persons is established by the Cabinet of Ministers of Ukraine Resolution No. 124 of February 10, 2023: https://t1p.de/ct421.
