State Maternity Assistance (Pregnancy and Childbirth Benefits)

Maternity assistance is provided to pregnant women (including minors) who are not insured under the mandatory state social insurance system, in accordance with CMU Resolution No. 1751 dated November 27, 2001.

Amount of Assistance:

The benefit is 100% of the woman’s average monthly income (including scholarship, financial support, unemployment assistance, etc.), but not less than 25% of the legally established monthly subsistence minimum for a working-age person.

Key Conditions:

🔷 Eligibility period:

The application must be submitted no later than six months after the end of the maternity leave.

The benefit is paid for the entire maternity leave period, which lasts:

70 calendar days before childbirth, and

56 calendar days after childbirth (or 70 days in case of complications or birth of two or more children).

🔷 For women affected by the Chornobyl disaster (categories 1–4):

The benefit is paid for 180 calendar days of leave (90 days before and 90 after childbirth).

This benefit is calculated in total and provided in full, regardless of how many days of pre-birth leave were actually used.

🔷 For adoptive parents or guardians:

If a person adopts or takes custody of a child within two months of the child’s birth, the benefit is granted based on the adoption or guardianship decision and covers the period from the date of adoption/guardianship until the end of the standard postnatal leave.

🔷 If maternity leave overlaps with childcare leave until the child turns three:

Maternity assistance is still paid separately and in full, regardless of whether childcare benefits are being received simultaneously.

How to Apply:

🔸 At a Pension Fund of Ukraine (PFU) service center

🔸 Through the PFU electronic services portal: portal.pfu.gov.ua

🔸 Via the Diia portal

🔸 In the “Pension Fund” mobile app

🔸 Through authorized representatives of local councils

🔸 At Administrative Service Centers (CNAP)

🔸 By postal service

Required Documents:

🔹 Completed application form

🔹 Identity document

🔹 Medical conclusion registration number from the Electronic Health System regarding the issuance of a maternity-related medical certificate of temporary incapacity

🔹 Certificate from the educational institution or military unit, confirming the woman is studying or serving

🔹 Certificate from the liquidation commission, confirming job loss due to company/organization closure

🔹 Certificate from the Employment Center, confirming that the woman is registered as unemployed

🔹 In case of adoption or guardianship, a copy of the court decision confirming adoption or guardianship within two months of the child’s birth

This assistance ensures social protection for pregnant women outside the formal employment system, supporting them during maternity regardless of their insurance status.
