State Support for Hosting Internally Displaced Persons: What Has Changed

The Cabinet of Ministers of Ukraine has introduced amendments to the rules governing compensation for utility costs related to hosting internally displaced persons (IDPs), as well as to the procedures for the operation of temporary accommodation facilities for IDPs (Resolutions No. 715 and No. 728 of June 4, 2026).

What has changed

Compensation for utility costs (Resolution No. 715):

  • The period for temporary compensation of utility expenses has been extended from 2 months to 3 months for internally displaced persons who have lost their identity documents.
  • The Personal Account on the Pension Fund of Ukraine's electronic services portal will now display information about the compensation, including:
    • decisions on approval or refusal (with specific reasons for refusal);
    • the calculation of the compensation amount;
    • information on accrued and paid compensation.

Operation of temporary accommodation facilities for IDPs (Resolution No. 728):

  • Mandatory inspections of premises have been introduced before they can be included in the official list of temporary accommodation facilities.
  • The monitoring checklist used to assess the condition and equipment of temporary accommodation facilities has been updated.
  • The procedures for concluding, extending, and terminating agreements for the use of temporary accommodation have been clarified.
  • The maximum period of temporary accommodation has been extended for individuals who do not have identity documents.
  • New measures have been introduced to promote employment opportunities for unemployed working-age residents.
