Individuals with disabilities who do not qualify for an age or service pension but receive State Social Assistance are entitled to obtain an official recipient ID card issued by the Pension Fund of Ukraine (PFU).
In Person:
Submit an application directly at any territorial service center of the Pension Fund of Ukraine, regardless of the applicant's registered or declared place of residence.
Online via PFU Electronic Portal:
Submit an electronic application through the https://portal.pfu.gov.ua/ using a Qualified Electronic Signature (QES).If the recipient of the state social assistance is a minor or an incapacitated individual, the application for manufacturing the ID card must be submitted by their parents, guardians, or official legal representatives.
