Learn how to become a whistleblower and what you need to know about protection guarantees

⚖️ A whistleblower’s rights arise from the moment information is reported about possible facts of corruption-related or corruption-linked offenses, as well as other violations of the Law of Ukraine “On Prevention of Corruption” (https://t1p.de/fck01).

A whistleblower has the right to:

🔹 protection of confidentiality;

🔹 protection from dismissal, pressure, and persecution;

🔹 legal and psychological assistance;

🔹 security guarantees.

Protection of personal information is an important guarantee of safeguarding whistleblowers’ rights. The rights and protection guarantees for whistleblowers also extend to their close relatives.

🔎 Whistleblower confidentiality means a prohibition on disclosing information about the whistleblower, their close persons, or any other data that could identify them. The organization to which the whistleblower reports corruption is obliged to ensure the confidentiality of such data.

📌 Confidential information includes:

🔹 last name, first name, patronymic;

🔹 date and place of birth;

🔹 place of work and position;

🔹 place of military service;

🔹 place of study/internship;

🔹 information identifying the whistleblower as a business entity;

🔹 marital status;

🔹 residential and work address;

🔹 phone number, email address, other personalized communication channels;

🔹 photographs of the whistleblower;

🔹 information about the whistleblower’s social media accounts, etc.

⛔️ Disclosure of such data entails disciplinary, administrative, or criminal liability, but it will not be considered a violation in certain cases предусмотрені by the Law “On Prevention of Corruption.”

✅ You can report corruption anonymously or by providing your personal data with confidentiality ensured.

This can be done in one of the following ways:

🔹 through official internal channels (within the organization where you work);

🔹 to the National Agency on Corruption Prevention (NACP);

🔹 via the electronic Whistleblower Reporting Platform https://t1p.de/14j9d;

🔹 to law enforcement agencies (NABU, police, prosecutor’s office).

❗️It is important to know that the right to anonymity allows a person to report corruption without providing any personal data. Anonymous reports are also reviewed. The key difference is that in order to obtain whistleblower status, access further protection, and receive a reward, a person must disclose information about themselves and provide evidence that they submitted the anonymous report. To protect the personal data of an anonymous whistleblower after disclosure, security measures may be applied, including ensuring confidentiality of personal information and holding closed court hearings.

Every report helps fight corruption, increases transparency, and strengthens justice in society.
