Compensation for damaged crops has been introduced for farmers in frontline areas

The Cabinet of Ministers has issued a new version of the Procedure for the use of funds provided for in the state budget to compensate for losses from damage to agricultural crops as a result of man-made and natural emergencies.

This document provides for the provision of non-repayable financial support to agricultural producers in the event of complete loss (destruction) of crops from the previous year's harvest that were damaged or destroyed as a result of man-made or natural disasters.

A mandatory condition is the inclusion of the business entity in the list of victims determined by the regional commission on man-made and environmental safety and emergencies.

The amount of assistance is up to UAH 4,700 per 1 hectare of damage to crops for the previous year's harvest, but not more than 2,000 hectares of damage to crops per recipient.

Applications for funds are submitted exclusively through a personal electronic account in the State Agrarian Register. Applications are accepted annually from February 10 to February 28 after the announcement of the start of accepting applications in the State Agrarian Register.

The following must be attached to the application:

🔸 for legal entities — a report on the sown area of agricultural crops for the previous year's harvest (using form No. 4-sg (annual) together with receipt No. 2 confirming acceptance of the report by the State Statistics Service), report on the sown areas and gross harvest of agricultural crops, fruits, berries, and grapes as of the last reporting date (using form No. 29-sg (annual)); for individuals — entrepreneurs — a certificate in any form on the results of sowing for the previous year's harvest;

🔸 a certificate from the regional/provincial center for hydrometeorology of the Ukrainian Hydrometeorological Center of the State Emergency Service on a natural emergency that resulted in damage to crops;

🔸 an act of inspection of crops, drawn up by the agricultural producer after the occurrence of a man-made or natural emergency;

🔸 a certificate of absence of insurance compensation for damage to crops, drawn up by the recipient in any form;

🔸 a certificate from the State Tax Service confirming the absence of arrears in payments, the control of which is entrusted to the controlling authorities, as of the date of its issuance and valid on the date of application;

🔸 information in any form about all persons related to the relevant recipient who are recipients under this Procedure during the budget period.

Applications are reviewed by regional commissions, which:

🔹 verify that applications and information submitted comply with the requirements of the Procedure;

🔹 confirm the fact of complete crop destruction;

🔹 make a decision to approve or reject an application;

🔹 compiling summary information on recipients of funds, which is submitted to the Ministry of Economy no later than April 1 of the current year.

The final distribution of state aid is carried out proportionally within the limits of available budget allocations. The Ministry of Economy carries out such distribution by April 14 of the current year. The transfer of funds is carried out by the Treasury authorities.
