Free long-term medical care has been introduced for veterans

The Ministry of Veterans Affairs of Ukraine, in collaboration with the Ministry of Health and the National Health Service of Ukraine, is implementing a project to provide long-term medical care services to veterans who require constant support due to injuries, trauma, or serious illnesses.

Currently, the National Health Service of Ukraine has already contracted the first medical facilities where veterans can receive these services free of charge.

Where the service is available:

▪️ Volyn Regional War Veterans Hospital, a municipal enterprise of the Volyn Regional Council (Lutsk);

▪️ Khmelnytskyi Regional War Veterans Hospital of the Khmelnytskyi Regional Council;

▪️ Medical Center for Rehabilitation and Palliative Care (Kyiv).

Services are available to:

▪️ combatants;

▪️ persons with disabilities resulting from the war.

Important: This service is provided to male and female veterans who, due to their health condition, are completely or largely dependent on outside assistance. Functional status is determined using the Barthel Index.

What is included in the service package?

▪️ Medical supervision and care;

▪️ Monitoring of treatment and medication;

▪️ Prevention of complications;

▪️ Pain management and symptom relief;

▪️ supportive rehabilitation;

▪️ psychological, social, and spiritual support;

▪️ assistance with hygiene and nutrition;

▪️ teaching the family caregiving skills;

▪️ support for the patient’s daily comfort and basic needs.

How do I access the service?

To receive assistance, you must contact one of the contracted medical facilities directly with the following:

▪️ an application;

▪️ a certificate of combatant status or a certificate of disability resulting from war, or an extract from the Unified State Register of War Veterans;

▪️ a referral from a family doctor or a specialist.

The amount of funding depends on the veteran’s condition and the level of need for external care, which is determined by specialists using the Barthel Index. For patients with a high level of dependency, over 5,400 UAH is provided per care cycle; for patients with a moderate level of dependency, over 3,400 UAH.

If a veteran is unable to submit an application independently, family members or a legal representative may do so on their behalf.

The project aims to ensure that veterans who require constant care can receive high-quality medical, rehabilitation, and social support in specialized facilities.
