On February 13, representatives of three departments: social protection, finance, and housing and communal services of the regional state administration took part in a coordination meeting to resolve outstanding differences regarding the draft resolution of the Cabinet of Ministers of Ukraine “Certain issues regarding the provision of subsidies from the state budget to local budgets for the creation of funds for temporary accommodation or supported accommodation for evacuated and internally displaced persons and measures to provide them with housing in rural areas.”
The meeting was organized by the Ministry of Social Policy, Family, and Unity of Ukraine with the participation of representatives of regional state administrations and regional military administrations.
During the meeting, proposals and comments from the regions on the draft resolution were considered, in particular regarding the procedure and conditions for granting subsidies, mechanisms for forming housing funds for temporary and supported accommodation, determining the legal status of such funds, requirements for housing stock objects, as well as procedures for distributing funds between local budgets.
Special attention was paid to the issues of providing housing for evacuees and internally displaced persons who require special living conditions, as well as the possibility of implementing measures to provide housing in rural areas, which will facilitate the integration of displaced persons into host communities and the restoration of territories.
Representatives of the Donetsk Regional State Administration provided their proposals, taking into account the significant number of evacuated people and practical experience of cooperation with local communities in forming housing funds for temporary accommodation.
Participation in the meeting is aimed at finalizing the draft resolution, taking into account the needs of the regions and forming an effective mechanism for financial support of communities for the creation and development of housing funds for evacuated and internally displaced persons.
The implementation of this draft regulatory act is an important step towards providing housing for displaced persons and creating conditions for their integration into host communities.
