Housing Assistance for Internally Displaced Persons (IDPs)

Housing assistance for internally displaced persons is administered and paid by the Pension Fund of Ukraine. This support is aimed at helping the most vulnerable categories of displaced persons.

Who is eligible for assistance?

🔹 Individuals displaced from areas where active hostilities are ongoing or have taken place, as well as from temporarily occupied territories;

🔹 Individuals whose housing was destroyed or deemed uninhabitable;

🔹 Children born to internally displaced persons who are already registered as IDPs.

Amount of assistance:

🔘 3,000 UAH — for children and persons with disabilities;

🔘 2,000 UAH — for all other categories.

📅 Duration of assistance:

🔸 Granted for 6 months from the month of application — regardless of the date the application is submitted;

🔸 Maximum total duration of assistance — no more than 12 months;

🔸 Re-application for an additional 6 months is possible if:

The average monthly income per household member does not exceed 9,444 UAH;

The family includes any of the following:

▫ Children under 18 years old (including displaced students enrolled full-time in higher education institutions);

 Persons with disabilities;

▫ Pension-age individuals (receiving a pension);

▫ Single mothers/fathers raising children alone;

▫ Large families (with many children);

▫ Individuals caring for persons with disabilities or children with disabilities;

▫ Individuals undergoing treatment or rehabilitation due to injuries sustained from hostilities;

▫ IDP students/pupils aged 18–23 (full-time students without their own families).

One member of the family can apply on behalf of the entire household — payments are made for each eligible family member. The family unit may include spouses, children, adopted children, guardians, etc., based on the actual place of residence.

How to apply:

✅ In person — at a territorial Pension Fund office, a Center for Administrative Services (CNAP), or a local government body;

✅ Online — through:

🔹 The Pension Fund of Ukraine web portal;

🔹 The PFU mobile app;

🔹 The Diia portal (if technically available).

Through the Diia app, you can also register as an IDP and receive a digital certificate.

For employable persons who are not currently working:

Within 3 months of receiving assistance, you must:

🔹 Find employment;

🔹 Register at the Employment Center;

🔹 Or open an individual business (FOP) / receive a grant / apply for training or upskilling.

Assistance will be discontinued if:

— You return to your previous place of residence;

— You stay abroad for more than 30 consecutive days or more than 60 total days within six months.

Changes in circumstances (such as relocation or employment) must be reported in person, by mail, or online — including through the Diia app.

Assistance is granted and paid in accordance with the Procedure approved by the Cabinet of Ministers Resolution No. 332 dated March 20, 2022.
