Evacuees from the Donetsk region are receiving shelter services thanks to cooperation between the government and charitable organizations

Ukraine has launched a pilot project to provide shelter services for people with limited mobility. The procedure for its implementation was approved by Resolution No. 1169 of the Cabinet of Ministers of Ukraine dated September 17, 2025.

As part of this service, the state guarantees not only adequate living conditions but also food, mobility assistance, and psychological support for a period of up to 12 months. At the same time, the social worker accompanying them will help them find a permanent place of residence.

Thanks to the cooperation between the “Sхід SOS” Charitable Foundation, the Department of Social Protection of the Population of Donetsk Oblast, and the Ministry of Social Policy of Ukraine, 13 elderly people and people with disabilities have found shelter in the village of Kazarnya in Kirovohrad Oblast.

People aged 55 to 84 from Druzhkivka and Kramatorsk in the Donetsk region, the village of Shaparivka in the Luhansk region, and the village of Fedorivske in the Dnipropetrovsk region have traveled to the Kirovohrad region for temporary resettlement. Four of them have disabilities classified as Groups II and III. All of them were rescued by evacuation crews, and later the “Skhid SOS” Charitable Foundation helped them find temporary housing at the “Ocean of Goodness” NGO’s Social Adaptation Center for People with Disabilities in Dnipro.

Teams from the "Sхід SOS" Charitable Foundation, together with their partners, have already helped rescue more than 97,000 people from settlements in frontline regions, including more than 16,000 individuals with limited mobility.
