The Main Directorate of the Pension Fund of Ukraine in Donetsk Oblast answers the question

My husband, a military serviceman and combatant who enjoyed a discount on housing and utility services, is currently considered missing in action. Do I have the right to transfer the discount to my name?

Yes, you do.

If a person who had a discount on housing and utility services is declared missing under special circumstances, then a family member has the right to register the discount in their name in accordance with current legislation (Resolution of the Cabinet of Ministers of Ukraine No. 1420 of December 13, No. 1420 of December 13, 2024, “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding the Use of Extracts from the Unified State Register of War Veterans for the Purpose of Obtaining Benefits by Certain Categories of Persons”).

Provided that the person actually resides in the dwelling to which the benefits apply, the right to receive them can be exercised by one of the family members of the beneficiary — in particular, the husband or wife, incapacitated parents, legal representative of a child under 18 years of age, adult unmarried children with a disability of group I or II since childhood, persons with a disability of group I, or a guardian/caregiver.

To receive the payment, you must provide:

a free-form application stating your bank account details;

an extract from the Unified State Register of War Veterans.
