🔰 The Government of Ukraine has approved the procedure for pension and insurance benefit payments to individuals temporarily residing outside Ukraine (Resolution of the Cabinet of Ministers of Ukraine dated February 11, 2025, No. 299).
❇️ This procedure defines the mechanism for paying pensions and insurance benefits, in particular to individuals who:
have been outside Ukraine for at least 183 days (including the days of departure and return) during a calendar year; or
have received temporary protection or refugee status abroad due to russian aggression and have not obtained documents for permanent residence abroad under Article 4 of the Law of Ukraine “On the Procedure for Departure from Ukraine and Entry into Ukraine of Citizens of Ukraine.”
✅ Beneficiaries temporarily residing outside Ukraine must undergo physical identification by December 31 of each calendar year in order to continue receiving pension or insurance payments.
👉 The following are considered equivalent to physical identification:
✔️ Authorization in the personal electronic account on the Pension Fund of Ukraine (PFU) web portal using the remote qualified electronic signature “Diia.Signature” (“Diia ID”), created via the Diia mobile application;
✔️ Identification via video conference conducted by a territorial body of the Pension Fund of Ukraine, in compliance with legal requirements;
✔️ Sending by registered mail or a mail item with declared value to the territorial Pension Fund office (where the person is registered) a document confirming that the individual is alive, together with a written application requesting continuation of pension/insurance payments (in free form).
📎 The application for continuing pension/insurance payments, along with a scanned copy of the document confirming the person is alive (which must be clear, complete, and legible), may also be submitted electronically via the PFU web portal using a qualified electronic signature.
❗️Important: Beneficiaries who left temporarily occupied territories (TOT) must notify the Pension Fund of Ukraine if they have not received pensions or social benefits from the russian federation.
