Who Among Family Members of Military Personnel Can Apply for Utility Benefits

Family members of military personnel and combat veterans have the right to apply to the Pension Fund of Ukraine, an authorized official of an executive body, or a Center for Administrative Services to submit an application and supporting documents for housing and utility benefits if the beneficiary is unable to apply personally for valid reasons (military service, illness, disability, etc.).

To include information about the beneficiary in the Register, a legal representative or a legally capable adult family member entitled to the benefits must submit to the territorial office of the Pension Fund of Ukraine an application, copies of documents confirming the family relationship with the beneficiary or documents confirming the legal authority to represent the beneficiary, as well as copies of the documents confirming the beneficiary’s entitlement to benefits (Resolution of the Cabinet of Ministers of Ukraine No. 373 dated April 17, 2019, “Certain Issues of Providing Housing Subsidies and Benefits for Payment of Housing and Utility Services, Purchase of Solid Fuel and Liquefied Gas in Monetary Form”).

Family members of a combat veteran include:

• A spouse (husband or wife) and their minor children (under 18 years of age);

• Unmarried adult children recognized as persons with childhood disabilities of Groups I or II, or persons with Group I disabilities;

• A person living together with a Group I war-related disability beneficiary and providing care for them, provided that the beneficiary is unmarried;

• Dependent parents who are unable to work;

• A person under the guardianship or care of a citizen entitled to benefits and living together with them.

Example of an Application by a Family Member of a Beneficiary

A mother or father of a combat veteran or a person with a war-related disability who resides at the same address as the beneficiary may submit an application for benefits.

To complete the application, the parent must have the following documents:

• A copy of the combat veteran certificate or the certificate of a person with a war-related disability;

• The passport of the parent;

• The beneficiary’s birth certificate;

• The mother’s marriage certificate (if her current surname differs from the surname listed on the beneficiary’s birth certificate).

They must also have information about:

• The beneficiary’s passport details;

• The beneficiary’s taxpayer identification number;

• The beneficiary’s bank account details for receiving payments;

• Utility account numbers;

• The name of the utility service provider;

• The size of the heated and unheated living area for which the benefit is being requested, measured in square meters.
