Coordination Center for Support of Civilians in Donetsk Oblast: Discussion of key issues in the war

A regular meeting of the Coordination Center for Civilian Support under the Donetsk Regional State Administration and the Regional Military Administration took place today. The meeting was chaired by Deputy Head of Donetsk Regional State Administration Oleksandr Shevchenko.

The event was attended by the heads of structural units of the regional state administration, territorial units of central executive bodies; the head of the Council for Internally Displaced Persons at the Donetsk Regional State Administration, the regional military administration, heads of district state administrations, district military administrations; representatives of military administrations, executive committees of city, village, and settlement councils; other state bodies; and heads of public organizations.

The meeting discussed the possibilities of distance education in the region. Currently, 459 out of 484 institutions of preschool, general secondary, vocational, higher and professional higher education and out-of-school education in Donetsk Oblast provide distance education. Another 25 institutions have been relocated to safe regions, where full-time or mixed education is provided.

In total, more than 108 thousand children study in the region, including 46 thousand IDPs. The educational process is provided by 11 thousand teachers. To support distance learning, the regional state administration, with the support of the Ministry of Education and Science of Ukraine, has provided students with almost 14,000 devices and teachers with more than 4,800 laptops since 2022.

The issue of employment of internally displaced persons and facilitating their employment was also discussed. Since the beginning of the year, more than 4,800 people have used the services of the employment service, of whom 3,900 were unemployed; 1,200 IDPs have been employed. Since 2022, 30.5 thousand people have been involved in community service as part of the Army of Recovery project, including 4.8 thousand IDPs. In 2025, 387 IDPs received vouchers for education. For convenience, the One Stop Shop: IDP Assistant chatbot on Telegram provides round-the-clock access to up-to-date information.

Special attention was paid to the areas of work in the field of preventing and combating domestic and gender-based violence. In particular, they emphasized the need to strengthen human resources, train specialists, work with perpetrators, and cooperate with public and international organizations to support victims. They discussed the importance of developing specialized services, evacuation to shelters, cooperation with the police, and strengthening awareness-raising. They also emphasized the role of community coordination councils as tools for a systemic response.

The discussion resulted in a number of decisions aimed at improving the current situation in these areas of work.

The Coordination Center continues to work on creating an effective system of support for civilians in the context of martial law and humanitarian challenges.
