This was announced by Vadym Filashkin, Head of the Donetsk Regional State Administration and Chief of the Regional Military Administration.

“Supporting people who have endured war, captivity, and the loss of their homes is our duty.

At a meeting on social protection, we made an important decision: residents of Donetsk region who were held in captivity will receive a one-time financial assistance payment. Local communities are to amend their support programs for released persons and families of those still in captivity.

We continue strengthening support for veterans, military personnel, civilians, and those freed from Russian captivity. In August, 39 civilians from Donetsk region were returned — all received initial medical care, and two are currently undergoing rehabilitation.

Separately, regarding children: we are implementing a national program to transition from institutional care to family-based forms of upbringing — family-type children’s homes and foster families — so that every child has care and support within a family.

We are building a system where no one is left without attention — not a soldier, not a child, not a person who has survived captivity. Our efforts are closely coordinated with the Government and the President of Ukraine. We are grateful for the support of Donetsk region,”

— emphasized Vadym Filashkin.
