At the initiative of the Ministry of Social Policy of Ukraine, the Government has introduced the provision of a social component of early intervention services. The procedure for implementing this experimental project is approved by the resolution of the Cabinet of Ministers of Ukraine dated July 2, 2025, No. 788 "On the implementation of the experimental project regarding the introduction of a contractual form for providing the social component of early intervention services".
This will contribute to the early detection and prevention of developmental disorders in children, ensuring timely support and successful socialization of the child in society.
It is expected that early intervention teams, each of which will be able to meet the needs of about 30 families, will help approximately 3,300 families per year in total.
The early intervention team helps:
- Reduce the impact of developmental disorders on the child and their family.
- Improve the physical, cognitive, speech, and social development of the child.
- Enhance the quality of life for the child and their family.
- Provide the child with equal opportunities to participate in the educational process and social life.
The experimental project will be implemented at the expense of the state budget.
The National Procurement Agency (the Social Protection Fund for Persons with Disabilities) will conclude contracts with providers of the social component of the service. According to these contracts, the Fund will make monthly payments for the provision of the social component of early intervention services (according to reports).
Providers must meet the following requirements:
- be included in the Register of Providers and Recipients of Social Services;
- have a professional level of early intervention team members consisting of three specialists - a social worker/social worker, psychologist, occupational therapist/physical therapist;
- have a vehicle that can be used for home visits with recipients.
It is important that a provider can have one or several early intervention teams that will provide services in several villages, towns, cities adjacent to where the provider's premises are located, provided that the distance from such premises to the place of providing the social component of the service does not exceed 60 kilometers.
The tariff for the payment of the social component of the service is determined as a basic monthly rate for one early intervention team consisting of three specialists (social worker/social worker, psychologist, occupational therapist/physical therapist), which amounts to 115,154 hryvnias.
Who is the service for?
The early intervention service will be provided to children from birth to four years old who have developmental disorders or risks of their occurrence, confirmed by a referral from a healthcare institution or according to the conclusion of an inclusive resource center.
The service will be provided in the usual environment where the child lives and grows (at home, in playgrounds, in other public places and spaces).
The content of the social component of early intervention services includes:
- forming parental competencies and self-sufficiency of parents;
- facilitating the creation of a "support network" around the child and their parents (assistance in obtaining accompanying services, psychological support for parents);
- adapting the child's environment and their development in a natural environment for the child;
- preparing the child for enrollment in kindergarten and initial support and their accompaniment when enrolling in an educational institution.
The frequency of meetings will depend on the intensity of the intervention, but meetings should take place at least once every two weeks.
To receive the service, parents or other legal representatives of the child must submit an application to the executive bodies of local self-government.
The coordinator of the experimental project is the Ministry of Social Policy of Ukraine. This project will be implemented from April 1, 2026, after the development of functionality for its implementation in the Unified Information System of the Social Sphere.
