International partners continue to provide significant support to Donetsk region in the face of war

Despite the daily challenges of the ongoing armed conflict, Donetsk region is not left alone with its difficulties. With the assistance of the Regional Office for International Cooperation, the region continues to receive significant support from the international community.

During the first 9 months of this year, donor assistance was aimed at meeting the basic needs of the population, maintaining the stability of critical and social infrastructure, and strengthening the resilience of communities in the face of protracted hostilities, etc.

For the past three years, the basic needs of the population, primarily food, have been met through ongoing cooperation with the UN World Food Program. In the first nine months of 2025, with the support of this organization, residents of Donetsk Oblast received 6.2 thousand tons of bread, food packages, and baby food, which allowed us to reach 834.5 thousand people. In addition, WFP provides financial support to the most vulnerable categories of citizens, including those receiving state social benefits. During this period, about UAH 489.4 million was paid to 418.6 thousand people.

Non-food items and construction materials remain essential to meet the needs of residents of communities that remain in Donetsk Oblast. A crucial role in this is played by our constant reliable partner, the Charity Foundation "Angels of Salvation", which, through cooperation with numerous international organizations, promptly responds to current humanitarian challenges.

In the current period, this foundation has delivered over 2.3 million items of aid, including food packages, hygiene and non-food items, equipment, construction and emergency response materials, water tanks, etc. The main partners who contributed to the provision of the aid were OCHA, UNHCR, UNICEF, international humanitarian organizations WFP, INTERSOS, LIBERECO, Operation Blessing, Triangle, Sail of Hope, etc.

The winter period in Donetsk Oblast is traditionally associated with serious challenges that have the greatest impact on the lives of vulnerable people. For the third year in a row, to ensure a stable heating season, the regional state administration, together with partners from Shelter Cluster Ukraine, which brings together a number of international specialized organizations, has been working in a coordinated manner to support the region's residents.

Thanks to the UNHCR, UNICEF, IOM, ICRC, Danish, Estonian, Norwegian Refugee Council, the People in Need branch, ACTED, HECS/EPER, Charity Foundation "Angels of Salvation", Caritas Ukraine, Charity Foundation "New Way" and others, 37.4 thousand households received assistance (90% in cash, 10% in kind) to get through the winter period of 2024-2025.

We have already begun to organize assistance for the period of 2025-2026. More than 15 international and national institutions are already involved in this work and, accordingly, there are first results. A total of 7,076 households have already been assisted (177 households in-kind and 6,899 households in cash) in Bakhmut, Pokrovsk and Kramatorsk districts.

UNICEF has provided cash assistance to 6,307 households, People in Need - 592 households, and New Way - 177 households. In addition, the ICRC, UNHCR, the People in Need branch, Avalist NGO and Samaritans Persons Ukraine are providing cash and in-kind assistance to 3,632 households.

Ensuring the stable functioning and uninterrupted operation of critical infrastructure facilities in Donetsk Oblast is one of the key areas of cooperation with international organizations. In the first nine months of this year, a significant amount of assistance was provided to support regional and local utility companies and directly to meet the needs of local communities.

In particular, international partners such as the ICRC, UNICEF, the Polish State Agency for Strategic Reserves (RARS), the Norwegian Civil Defense Board (DSB), and UNHCR provided assistance to Voda Donbassa and Donetskteplocomunenergo in the form of equipment, reagents, construction materials, etc. for a total amount of over UAH 125.8 million in the first nine months of 2025.

To strengthen the region's energy resilience, 6 regional utilities received 16 diesel generators of various capacities, from 14.5 kW to 582 kW. The total value of the received property amounted to USD 242.6 thousand. THE TOTAL COST OF THE EQUIPMENT WAS USD 242.6 THOUSAND.

Thanks to the partnership of the German-Swiss non-governmental organization LIBERECO and the Charity Foundation "Angels of Salvation", the municipal enterprise "Avtotransportnoye Predpriyatie" received a MERCEDES BENZ bus, which will be used for evacuation activities.

Another batch of equipment was received from the Federal Agency for Technical Assistance of the Federal Republic of Germany (THW): 5 vehicles, 2 mobile lighting towers, tooling and almost 6,000 safety goggles. The total value of this aid is 231.2 thousand euros. All the aid received is already being used to fulfill the current tasks of regional utilities and communities in Donetsk Oblast.

The Kramatorsk Vodokanal municipal production enterprise received 178 units of various spare parts, 5 laptops, and 2 trucks for a total of 172.4 thousand euros as part of the WaterWorX program "Support to Ukrainian water utilities by the Dutch drinking water sector". In addition, the company received chemicals worth UAH 1.9 million from UNICEF, an electric motor and a pump worth UAH 765.1 thousand from the Swiss Embassy, and 1,250 units of overalls, footwear, protective equipment, etc. from the ICRC.

The reconstruction team of the "Vostok SOS" Charitable Foundation has equipped an artesian well in Druzhkivka, which provides local residents with drinking water. A reverse osmosis and filtration system "Wise Water" was installed to further purify and improve water quality.  All this work was carried out within the framework of the project "Comprehensive Humanitarian Assistance to Conflict-Affected Ukrainians and Third-Country Nationals in Ukraine, Poland, Romania and Moldova" with the support of the humanitarian organization Diakonie Katastrophenhilfe and funding from the German Foreign Office.


In the current challenging environment, it is especially important to ensure proper support for healthcare institutions, and this area is one of the priorities in cooperation with international partners. For example, the International Medical Corps in Ukraine and the International Committee of the Red Cross donated medical equipment, medicines, office equipment and components worth over UAH 2.5 million to the medical institutions of the Liman and Kramatorsk communities.

The branch of People in Need in Ukraine donated medical equipment to the territorial center of social services in Dobropolye. At the beginning of the year, the branch of People in Need in Ukraine donated 2 washing machines and 517 components worth almost UAH 100 thousand each.

The WHO Office provided assistance to municipal health care institutions in Kramatorsk district, namely: 1,050 units of various surgical instruments, sets of consumables, dressings and drainage products, suture materials, medicines and equipment for diagnostics and emergency medical care for a total cost of UAH 1.5 million.

Thanks to the effective cooperation of the regional state administration with international partners and public organizations, we managed to strengthen the capacity of the region's communities, which are in difficult conditions of constant hostile shelling.

In particular, in partnership with UNHCR and the NGOs Proliska and Tenth of April, 8 laptops were handed over to employees of social service centers and children's services in Kramatorsk, Andriivka, Cherkasy, Kryvyi Rih and Sloviansk communities.

Thanks to the support of the international technical assistance project "Partnership for a Strong Ukraine Foundation", the Velykonovosilkivska, Lymanska, Novohrodivska, Pokrovska, Kostiantynivska, Druzhkivska and Myrnohradska communities received 6 vehicles, 29 charging stations, 12 generators, fuel, building materials, office equipment, water tanks and protective equipment for a total of over UAH 17 million. In addition, 30 sets of protective equipment (bulletproof vests, helmets, first aid kits) were handed over to the Dobropolye community.
