The Youth Council under the Regional State Administration, in collaboration with the NGO “New Druzhkivka,” has been implementing the project “Code of Recovery: The Youth Dimension of Donetsk Oblast” since November 2025. This project is part of the “Impulse” initiative, which is being carried out with the support of the International Renaissance Foundation and the Eastern Europe Foundation.
As part of the project, the free training series “Keys to Communities” continues, aimed at raising young people’s awareness of socio-political processes in local communities, mechanisms of local self-government, and the specifics of government operations under martial law. The webinar series helps young people not only better understand how communities function today but also actively participate in their recovery and development.
On April 17, 2026, at 4:00 PM, the next online webinar, “Who Governs the Community During War: Local Councils, Military Administrations, and Their Powers,” will take place.
During the event, participants will learn how the powers of local councils and military administrations differ, who exactly makes key decisions in communities under martial law, and whom young people can approach with their initiatives, ideas, and proposals under current conditions.

“Keys to Communities” is not just a series of lectures, but a practical tool for young people in Donetsk Oblast to become agents of change in their communities. Understanding how government functions in wartime allows young activists to stop waiting for victory and instead get professionally involved in the reconstruction process right now, while effectively communicating with local administrations.
