In Donetsk Oblast, officials discussed the further implementation of gender policy and the “Women, Peace, and Security” agenda

On October 7, a working meeting was held between representatives of the Donetsk Regional State Administration and Kateryna Levchenko, the Government Commissioner for Gender Policy at the Secretariat of the Cabinet of Ministers of Ukraine.

The meeting was attended by Anatoliy Dosych, a consultant to the Office of the Government Commissioner for Gender Policy; Angelina Oliinychenko, a consultant to the Office; Oleksandr Shevchenko, Deputy Head of the Donetsk Regional State Administration; and Lilia Zolkina, Head of the Department of Family, Youth, and Mass Events for National-Patriotic Education of the Regional State Administration.

The participants discussed the status of the implementation of state gender policy in the Donetsk region, the implementation of measures under the National Action Plan to Implement UN Security Council Resolution 1325 “Women, Peace, and Security,” as well as further steps to strengthen interagency cooperation.

Special attention was given to the implementation of the Regional Action Plan for 2026–2030 to implement the National Action Plan on UN Security Council Resolution 1325 “Women, Peace, and Security” in the Donetsk region. The document takes into account the region’s specific circumstances, including security challenges, population evacuation, the temporary occupation of part of the territory, and the relocation of institutions.

During the meeting, participants also discussed the implementation of the Cooperation Plan between the Government of Ukraine and the UN on Preventing and Combating Conflict-Related Sexual Violence for 2026–2027. In the Donetsk region, mechanisms for interagency coordination, referral pathways for survivors, and a list of partner organizations providing necessary assistance have already been established.

In 2026, 32 specialists completed specialized training in this area.

Partnerships with civil society and international organizations remain a key component of this work. The Donetsk Region Coalition 1325, which brings together more than 50 organizations, is involved in developing regional solutions, training specialists, supporting internally displaced persons, and implementing initiatives under the “Women, Peace, and Security” agenda.

Separately, meeting participants focused on further integrating a gender perspective into strategic planning and the region’s recovery processes. This includes, in particular, applying gender analysis to budgetary and strategic programs, using disaggregated data, and taking into account the needs of different population groups.

Based on the results of the meeting, key priorities for future work were identified: strengthening coordination at the local level; expanding the system for identifying and referring victims of conflict-related sexual violence; training specialists; developing gender-based analysis of budget programs; and strengthening the gender component in the planning of the Donetsk region’s recovery.

Collaborative efforts in these areas are aimed at ensuring equal rights and opportunities, strengthening the region’s capacity to respond to the challenges of war, and creating conditions for recovery centered on the safety, needs, and rights of every individual.
