In July, a meeting of the Coordination Centers for Civilian Support was held at the Bakhmut, Mariupol, Kramatorsk, Pokrovsk and Volnovakha district state administrations, district military administrations and 28 local military administrations, which was attended by representatives of the Department of Social Protection and other structural units of the Donetsk Regional State Administration.
The participants of the meeting of the Coordination Center for Civilian Support at the Bakhmut District Military Administration raised the issue of cooperation with charitable organizations and foundations to meet the humanitarian needs of the civilian population of Bakhmut district; considered the issue of meeting the educational, cultural needs, patriotic education of young people, and noted the need to involve them in sports.
During the meeting of the Coordination Center for Civilian Support at the Mariupol Regional Military Administration, they discussed the implementation of a pilot project to provide basic social assistance and reviewed the list of employment services for IDPs. They got acquainted with the activities of the Mariupol Professional College of the State Higher Educational Institution "Priazovsky State Technical University" and relocated medical institutions in Donetsk region. The participants also summarized the results of the academic year 2024-2025, with special attention paid to preparations for the new academic year in the context of changes to legislation.
At the meeting of the Coordination Center for Civilian Support at the Kramatorsk Regional Military Administration, they discussed the organization of work on the establishment of assisted living or inpatient care units for people in need of outside care by municipal social service providers in the safer regions of Ukraine. The participants also considered the issue of combating fires in natural ecosystems, and noted the need to organize fire protection measures for forests, agricultural land and nature reserve facilities.
The participants of the meeting of the Coordination Center for Civilian Support under the Pokrovske District Administration paid attention to the issue of gender-based violence and summarized the work done to prevent and combat violence and human trafficking in the first half of 2025.
During the meeting of the Coordination Center for Civilian Support under the Volnovakha Regional Military Administration, they discussed the provision of humanitarian assistance by the IDP support centers "Side by Side" in the first half of 2025; work on psychosocial support for the population affected by hostilities and mental health support in the first half of 2025. The participants got acquainted with the results of the youth eco-project "Eco Lifestyle: Harmony through Nature", which was implemented with the support of UNICEF, Zahidy NGO and Donetsk Regional State Administration. Attention was paid to the problematic issues that arise in communities when providing assistance to the population.
The following urgent issues were raised in the territorial communities during the meetings of the Coordination Centers for Civilian Support:
- Implementation of programs to support and integrate IDPs and residents who moved to safer regions of Ukraine, social protection and support for the Defenders of Ukraine, their families and family members of the fallen (deceased) Defenders of Ukraine;
- analyzing citizens' appeals and needs of IDPs, providing material and humanitarian assistance to the population;
- working with international and charitable organizations, foundations, and partners to provide comprehensive assistance to IDPs;
- operation of IDP support centers/hubs, resilience centers;
- psychosocial and mental health support within the framework of the All-Ukrainian Mental Health Program "How are you?"
- provision of administrative and social services;
- work of the Councils for Internally Displaced Persons and Coordination Centers for Civilian Support;
- implementation of youth policy in communities, activities of Youth Councils;
- preparation for the heating season 2025-2026;
- damaged and destroyed property on the territory of the communities; ways to address the housing issue of community residents who have moved (evacuated) to safer regions of Ukraine;
- organization of medical services to the population;
- the course of the children's health and recreation campaign in 2025;
- work of services for children under martial law;
- holding events to commemorate the fallen (deceased) Defenders of Ukraine; strengthening Ukrainian national and civic identity; patriotic, cultural, artistic and sporting events.
Attention was paid to the evacuation of the population, families with children, people with limited mobility and people with disabilities to safe regions of Ukraine and their further resettlement.
Following the meetings, decisions were made and appropriate instructions were given on the issues raised.
