A meeting of Coordination Centers for Civilian Support was held in Donetsk region

In January, meetings were held by the Coordination Centers for Civilian Support at the Kramatorsk, Volnovakha, and Pokrovsk district state administrations and 27 local military administrations.

The meetings were attended by representatives of the regional state administration's social protection department, the regional state administration's veterans policy department, and other structural units of the regional state administration.

Participants in the meeting of the Coordination Center for Civilian Support at the Kramatorsk District State Administration considered issues related to the functioning of resilience centers in local communities, paying particular attention to the issue of the forced evacuation of families with children in the Kramatorsk district.

During the meeting of the Coordination Center for Civilian Support at the Volnovakha District State Administration, the following issues were raised the implementation and development of social services for residents of the Vuhledar urban community who have moved to territories controlled by Ukraine; information was provided on the work of the Volnovakha district IDP support centers "Side by Side" for 2025; attention was paid to problematic issues that arise in communities when providing assistance to the population.

At a meeting of the Coordination Center for Civilian Support at the Pokrovsk District State Administration, information was reviewed on the work of the State Emergency Service in the Pokrovsk district under martial law in 2025; problematic issues were discussed and the Coordination Center's work plan for 2026 was approved.

During the meetings of the Coordination Centers for Civilian Support in local communities, a number of urgent issues were raised, in particular:

  • implementation of programs to support and integrate displaced persons and community residents who have moved to safer regions of Ukraine;
  • analysis of citizens' appeals and the needs of displaced persons, provision of material and humanitarian assistance to the population; organization of work within the framework of memoranda of cooperation between communities; work with international and charitable organizations, foundations, and partners to provide comprehensive assistance to displaced persons;
  • activities of humanitarian centers/hubs supporting IDPs, resilience centers;
  • organizing employment for IDPs and monitoring the labor market;
  • providing psychosocial support and mental health services as part of the All-Ukrainian Mental Health Program "How Are You?";
  • providing administrative and social services;
  • the status of implementation of veteran policy; social protection and support for Defenders of Ukraine, their family members, and family members of deceased (deceased) Defenders of Ukraine; holding events to honor the memory of fallen (deceased) Defenders of Ukraine, affirming Ukrainian national and civic identity, as well as patriotic, cultural, artistic, and sporting events;
  • the work of Councils on Internally Displaced Persons and Coordination Centers for Civilian Support;
  • the functioning of resilience centers in communities during the fall and winter;
  • resolving housing issues for certain categories of IDPs who lived in the temporarily occupied territory; issues related to damaged and destroyed property in communities;
  • organization of medical services for the population;
  • work of child welfare services under martial law;
  • cooperation between communities within the national project "Side by Side: United Communities";
  • summing up the work of coordination centers for 2025 and planning further work for 2026.

Special attention was paid to the evacuation of the population, in particular families with children, people with reduced mobility, and people with disabilities, to safe regions of Ukraine, as well as to ensuring adequate conditions for their further resettlement and social adaptation.

Based on the results of the meetings, priority areas of work in the field of social protection, humanitarian support, and psychosocial assistance to the population in conditions of martial law were identified, and appropriate instructions were given based on the results of the issues discussed.
