Meeting of Civilian Support Coordination Centers held in Donetsk region

In September, meetings of the Coordination Centers for Civilian Support were held at Kramatorsk, Bakhmut, Mariupol, Volnovakha and Pokrovsk district state administrations and 36 city, town and village military administrations, with representatives of the Department of Social Protection, the Department of Veterans' Policy and other structural units of the regional state administration.

The participants of the meeting of the Coordination Center for Civilian Support at the Kramatorsk District State Administration considered the involvement of the educational community in holding events at the IDP support centers "MiRazom" in Poltava and Dnipro, organization of the educational process by the territorial communities of the district in the 2025-2026 academic year in accordance with the Cabinet of Ministers' resolution "On the beginning of the academic year during martial law in Ukraine".

During the meeting of the Coordination Center for Civilian Support at the Bakhmut District State Administration, they discussed the rights and freedoms of internally displaced persons, the state of cooperation between the authorities and other actors on ensuring the rights of IDPs. Attention was paid to the issue of comprehensive protection of veterans, persons who took measures to defend and protect the territorial integrity, independence and sovereignty of Ukraine, and family members of deceased war veterans, defenders of Ukraine and those who went missing under special circumstances.

At a meeting of the Coordination Center for Civilian Support at the Mariupol District State Administration, the administration discussed the results of the 2025 children's health campaign in the district's territorial communities. They also reviewed a step-by-step algorithm for identifying and notifying the Pension Fund of Ukraine of non-receipt of pensions/insurance payments from the Russian Federation.

The participants of the meeting of the Coordination Center for Civilian Support at Volnovakha District State Administration discussed the provision of humanitarian aid by the IDP support center "Side by Side" in Kryvyi Rih; the work of the Bread and Circuses in Kryvyi Rih. Kryvyi Rih; the work of the Khlibodarivska territorial community with the civilian population in 2025, the beginning of the 2025-2026 school year. In addition, they reviewed the main areas of work of the Coordination Council for the Promotion of Ukrainian National and Civic Identity; paid attention to the problematic issues that arise in communities when providing assistance to the population.

During the meeting of the Coordination Center for Civilian Support at the Pokrovsk District State Administration, the district military administration raised the issue of implementing the activities carried out within the framework of the 3rd Civil Society Week; discussed problematic issues of obtaining compensation for property destroyed or damaged as a result of hostilities.

The following urgent issues were raised in the territorial communities during the meetings of the Coordination Centers for Civilian Support

  • Implementation of support and integration programs for IDPs and residents who moved to safer regions of Ukraine, social protection and support for the Defenders of Ukraine, their families and family members of the fallen (deceased) Defenders of Ukraine;
  • analysis of citizens' appeals and needs of IDPs, provision of material and humanitarian assistance to the population, organization of work within the framework of memorandums of cooperation between communities, work with international and charitable organizations, foundations, and partners to provide comprehensive assistance to IDPs;
  • activities of humanitarian centers/hubs for IDPs, resilience centers;
  • psychosocial and mental health support within the framework of the All-Ukrainian Mental Health Program "How are you?"
  • provision of administrative and social services;
  • work of the Councils for Internally Displaced Persons and Coordination Centers for Civilian Support;
  • preparing for the heating season of 2025-2026 and providing solid fuel to community residents;
  • organization of work on entering and correcting information (documents) on damaged and destroyed property, on persons whose property was damaged or destroyed, damage and losses caused by damage to such property; the state of information content of the State Register of Property Damaged and Destroyed as a Result of Hostilities, Terrorist Acts, Sabotage Caused by Military Aggression of the Russian Federation; conducting remote inspection of destroyed certain categories of real estate in communities;
  • Changes in the terms of payment of pensions, insurance payments and state social services;
  • organization of employment of IDPs, the current labor market;
  • organization of medical services to the population;
  • the course of the children's health and recreation campaign in 2025;
  • organization of the educational process in the 2025-2026 academic year;
  • cooperation of communities within the framework of the national project "Side by Side: Cohesive Communities";
  • holding events to honor the memory of the fallen (deceased) Defenders of Ukraine, strengthening Ukrainian national and civic identity; patriotic, cultural, artistic and sporting events.

Attention was paid to the evacuation of the population, including families with children, people with limited mobility and people with disabilities to safe regions of Ukraine and their further resettlement.

Following the meetings, decisions were made and appropriate instructions were given on the issues raised.
