On August 13, 2025, the Cabinet of Ministers of Ukraine approved amendments to the Procedure for Reservation of Persons Liable for Military Service upon the proposal of the Ministry of Economy. They provide for expanding opportunities to preserve the human resources of enterprises operating in combat zones.
These changes have already been implemented on the Diia portal. Critically important enterprises located and operating in the frontline areas can book 100% of their employees who are liable for military service.
This solution allows us to support businesses that continue to operate in the most difficult conditions and at the same time meet the needs of defense. It creates a flexible mechanism that responds to the challenges of war and ensures that businesses can continue to operate even during active hostilities.
"The introduction of a 100% reservation mechanism for frontline enterprises is an important step for the economy and defense. Businesses in the frontline regions need maximum support as they operate in extremely difficult conditions. This decision will allow us to save jobs and at the same time provide the Armed Forces with the necessary resources," said Vitaliy Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
Previously, the rule allowed only 50% of employees of critical enterprises subject to military service to be booked. For the frontline areas, this amount has been doubled to 100%.
How to book an employee on the Diia portal?
- A critical enterprise operating in the territory of possible or active hostilities applies to the regional military administration with a request to increase the reservation volume to 100%.
- The regional military administration checks the actual activities of the enterprise and, if the decision is positive, applies to the state body that determined the enterprise to be critical.
- The government agency increases the booking limit to 100% using the Diia Portal.
- The company additionally books all employees through the Diia portal.
The booking service is implemented by the Ministry of Economy, Environment and Agriculture together with the Ministry of Digital Transformation and the Ministry of Defense of Ukraine. The service was modernized thanks to the "Diia Support Project" implemented by the United Nations Development Program in Ukraine with the support of Sweden.
