Provision of Annual Health Assistance to Persons with Disabilities and Children with Disabilities Affected by Explosive Ordnance

🔰 Starting from July 1, 2025, the Pension Fund of Ukraine is entrusted with the function oroviding annual health assistance to persons with disabilities and children with disabilities who have been affected by explosive ordnance (Article 10 of the Law of Ukraine of 06.12.2018 No. 2642-VIII, Law of Ukraine of 17.02.2022 No. 2073-IX).

📍 Assistance is provided under the following conditions:

✔ an application is submitted by the affected person or their legal representative by October 15 of the current year at the registered or actual place of residence;

✔ availability of a medical advisory board’s conclusion from a healthcare institution — for children under 18 years of age;

✔ availability of a conclusion from the medical and social expert commission / extract from the decision of the expert team on the assessment of the person’s daily functioning (in electronic form) — for persons aged 18 and over.

📁 List of documents required for granting this assistance:

✔ application;

✔ copy of Ukrainian citizen’s passport / temporary Ukrainian citizen’s certificate / permanent residence permit / temporary residence permit / refugee certificate;

✔ for children under 14 years — copy of the child’s birth certificate or e-birth certificate submitted via the Unified State Web Portal of Electronic Services "Diia";

✔ copy of the taxpayer identification number certificate or passport details with a note on refusal to accept such a number;

✔ decision of the district, Kyiv/Sevastopol district administration, executive body of the village, settlement, city, or district council, or court regarding guardianship/custody over an orphan child or a child deprived of parental care, or on the placement of such children into full-time care institutions of various types, forms of ownership and subordination, or on placement into a foster family or family-type children’s home;

✔ for persons aged 18 and over — copy of the medical and social expert commission certificate on disability group and cause / extract from the decision of the expert team on the assessment of daily functioning (in electronic form);

✔ for children under 18 years — copy of the healthcare institution’s medical advisory board conclusion establishing the category "child with disability".

🔖 Ways to submit documents:

🔹 Pension Fund of Ukraine e-services web portal;

🔹 Pension Fund service center;

🔹 Administrative Services Center (CNAP);

🔹 by postal services;

🔹 through authorized representatives of the executive body of the local council of the respective territorial community.

✳ The application with attached documents is reviewed within one month from the date of receipt or submission.

🔻 A decision to refuse the assistance is made if:

✔ an incomplete package of documents necessary for compensation is submitted;

✔ false information is provided;

✔ the affected person has already received in the current year a free sanatorium-resort voucher / health voucher / any monetary compensation instead of a sanatorium-resort voucher / compensation of self-funded sanatorium treatment / annual health assistance at the expense of the state or local budget / health assistance under another regulatory act;

✔ the application is submitted after October 15 of the current year (applications for reimbursement of unpaid assistance due to administrative authority’s fault are valid for no more than two years);

✔ in the event of the death of the affected person.

🔻 The Pension Fund of Ukraine informs about the adopted decision immediately, and in case of justified reasons — no later than three working days from the date of the decision, by sending a notification in paper or electronic form (if an email address is available).

If the application with necessary documents and/or data was submitted through the CNAP, the Pension Fund of Ukraine informs the CNAP about the decision within three working days from the date of adoption.
