Supplement for Non-Working Military Pensioners Who Support Disabled Family Members

Published 29 July 2025 year, 13:50

A supplement is added to service-related and disability pensions granted to military personnel (excluding conscripts) of the enlisted, non-commissioned, and officer ranks, and to individuals entitled to a pension (including those receiving the minimum pension amount):

🔸 to non-working pensioners (for service-related pensions), or

🔸 to non-working persons with disabilities (for disability pensions),

who have disabled family members in their care.

Disabled family members entitled to the supplement include individuals defined in subparagraphs "a"–"d" of Article 30 of the Law of Ukraine dated April 9, 1992, No. 2262-XII. These supplements are granted for each disabled family member in the amount of 50% of the subsistence minimum for persons who have lost the ability to work.

The supplement is granted only for those family members who do not receive:

pension payments from the solidarity system of the mandatory state pension insurance,

state social assistance for individuals who are not entitled to a pension and for persons with disabilities,

state social assistance for persons with disabilities from childhood and for children with disabilities,

or assistance for children of single mothers.

If an individual is simultaneously eligible for a pension, the types of assistance listed above, and a supplement for a disabled family member, they may choose either a pension, state social assistance, or the supplement for that family member.

If two or more pensioners live in the same household, each disabled family member cared for by them jointly may be considered for the supplement only once, and the supplement is granted to one of the pensioners, based on their choice.

List of documents required to apply for the supplement:

▫ Passport

▫ Taxpayer Identification Number

▫ Documents confirming family ties with the provider (accepted documents include passport, birth certificate, marriage certificate, or a court decision)

▫ Documents confirming that the disabled family members are dependent on the applicant

▫ Proof of cohabitation (same registered address) or other documents issued in accordance with current legislation by local authorities confirming this fact

▫ Documents proving the individual is not employed (not engaged in income-generating activities that form the base for calculating the Unified Social Contribution), and is not in service

If the Register of Insured Persons of the State Register of Mandatory State Social Insurance does not contain employment data, a copy of the dismissal order, employment record book, and/or employment or civil-law contracts (including service contracts) must be submitted.

If the above documents are unavailable, the fact of termination of employment or service, or cessation of income-generating activity may be confirmed by a personal written statement indicating the date of cessation and explaining why the supporting documents cannot be provided.

Documents for assigning the pension supplement can be submitted via the web portal of the Pension Fund of Ukraine: portal.pfu.gov.ua
