As part of the state’s healthcare policy and in accordance with the government’s strategy under martial law, the National Health Service of Ukraine continues to provide support to medical facilities in frontline regions through the Medical Guarantees Program.
The NHSU paid over 524.9 million UAH to healthcare facilities in the first quarter of 2026 under the package “Ensuring the retention of personnel to provide medical care to the population in areas of active hostilities.”
Additional funding was received by 178 healthcare providers in 9 regions:
● Kharkiv > 143.8 million UAH (53 facilities)
● Odesa > 95.7 million UAH (40 facilities)
● Kherson > 65.9 million UAH (11 facilities)
● Sumy > 54.5 million UAH (23 facilities)
● Zaporizhzhia > 50.2 million UAH (16 facilities)
● Mykolaiv > 46.1 million UAH (16 institutions)
● Dnipropetrovsk > 29.7 million UAH (7 institutions)
● Chernihiv > 22.5 million UAH (5 institutions)
● Donetsk > 16.5 million UAH (7 institutions)
The financial mechanism of this package allows healthcare facilities to operate consistently regardless of the actual volume of services provided. The goal is to preserve staff capacity, ensure the continuity of medical care, and maintain patients’ access to treatment.
The package provides for monthly additional funding calculated on a per-employee basis. This bolsters the payroll fund and enables facilities to flexibly allocate resources to support medical teams working under the challenging conditions of war.
Timely payments from the state through the National Health Service of Ukraine (NSZU) are one of the key tools for ensuring the resilience of the healthcare system during wartime—so that patients have access to necessary medical care regardless of the security situation.
