On July 25, at a working meeting on ensuring the rights and freedoms of internally displaced persons, chaired by Deputy Head of the Office of the President of Ukraine Iryna Vereshchuk, urgent issues concerning IDPs were discussed.
The discussion was attended by Deputy Head of the Donetsk Regional State Administration Oleksandr Shevchenko, Head of the Council on Internally Displaced Persons at the Donetsk Regional State Administration, and heads of structural units of the regional state administration.
The meeting considered a draft law on amendments to the Law of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons,” which proposes to revise it. Legislative initiatives to ensure the housing rights of IDPs were also discussed, in particular the status of approval of the draft resolution of the Cabinet of Ministers of Ukraine “Some issues of creating and operating an information and analytical system of real estate objects to provide housing for internally displaced persons...”. They discussed the status of implementation of the state program for compensation for utility services in shelters (CMU Resolution No. 333 of 12.04.2023) and CMU Resolution No. 802 of 07.07.2025 on compensation for the restoration of damaged property through “eRestoration.” Special attention was paid to the activities of commissions for the inspection of facilities intended for temporary accommodation of IDPs: their composition, identified problems, and results of work in the regions.
In addition, they discussed the issue of conducting a comprehensive study “Settlement Project and Support for IDPs” by the Coordination Humanitarian Center (RCC). They discussed the results of the coordination meeting between the Ministry of Development and the SSS Charitable Organization on amendments to the CMU Resolution No. 812 of 04.08.2023 “On Approval of the Model Regulations on the Council for Internally Displaced Persons,” as well as a comprehensive study on strengthening IDP Councils, the work carried out by the SSS Charitable Organization to identify the needs of IDPs and the composition of IDP Councils under the Regional State Administration.
