Health improvement and recreation for children of Ukrainian defenders in 2025

On November 10, 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 1435, which approved the Procedure for implementing measures in 2025 to protect against the consequences of armed aggression by the Russian Federation in health and recreation facilities located in the western regions of Ukraine for children of servicemen of the State Border Guard Service, the National Guard, police officers, rank-and-file and senior personnel of the civil protection service, internally displaced persons, persons who are being discharged or have been discharged from military service from among war veterans who have rendered special services to the Fatherland, family members of deceased (deceased) Defenders of Ukraine by restoring their physical and mental health (https://zakon.rada.gov.ua/laws/show/1435-2025-%D0%BF#Text).

What services have been introduced?

The government has introduced health and recreation services for children in higher or first category health and recreation facilities located in the Volyn, Zakarpattia, Ivano-Frankivsk, Lviv, Rivne, Ternopil, Khmelnytskyi, and Chernivtsi regions, included in the State Register of Health and Recreation Facilities for Children, and have entered into agreements with the Social Protection Fund for Persons with Disabilities.

These services include a set of special social, educational, medical, hygienic, and sports activities aimed at restoring the physical and mental health of children.

Who is eligible for the service?

The recipients of the services are children aged 7 to 18 who need to restore their physical and mental health and belong to the following categories:

children of servicemen of the State Border Guard Service, National Guard, police officers;

  • children of rank-and-file and senior civil protection service personnel;
  • children of internally displaced persons;
  • children of persons who are being discharged or have been discharged from military service as war veterans who have rendered special services to the Fatherland;
  • children of persons who are being discharged or have been discharged from military service from among war veterans who have special merits to the Motherland;
  • children of a family member of a deceased Defender of Ukraine.

How to obtain the service?

One of the parents (or a person replacing them) must contact the head of the selected health and recreation facility via electronic means to obtain consent and confirmation of the facility's ability to provide health and recreation services for children, indicating the duration of the child's stay at the facility.
