By order of the head of the regional state administration, head of the regional military administration dated May 9, 2025, No. 329/5-25 “On measures to prepare housing and communal services facilities in the region for operation in the autumn-winter period of 2025-2026,” organizational and technical measures were approved to prepare housing and communal services facilities in the region for operation in the next heating season.
Due to the military aggression of the Russian Federation against Ukraine, active hostilities continue in the region, part of the region is under temporary occupation, surrounded (blockaded), and the rest is under shelling or threat of shelling, which significantly complicates the implementation of the measures specified in the order.
According to the recommendations of the Ministry of Community and Territorial Development of Ukraine, the level of readiness of housing and communal services and social facilities as of September 1, 2025, should be 80%.
According to operational information from district state administrations, district military administrations, in the settlements of the region located in the territory controlled by the Ukrainian authorities, and where it is possible to do so under martial law, as of September 1, 2025, the level of readiness of facilities in the region is 70% or 2,338 facilities out of the planned 3,336, namely:
in the housing stock, 1,998 residential buildings or 70% of the planned 2,856 have been comprehensively prepared;
The readiness of social facilities is 74% (132 out of 178), including 62% of healthcare facilities (42 out of 68).
In the heating sector:
- Boiler room readiness – 65% (93 out of the planned 144).
- preparation of heating networks – 62.5% (244.6 km out of 391.3 km);
- replacement of heating networks – 28% (2.9 km out of the planned 10.6 km);
in water supply and sewerage:
- repair or replacement of water supply networks – 86% (21 km out of the planned 24.2 km);
- repair or replacement of sewerage networks – 58% (8.5 km out of the planned 14.7 km);
- readiness of water pumping stations – 79% (52 out of 66 units);
- readiness of sewage pumping stations – 80% (53 out of 66 units);
in road and bridge maintenance:
- major and routine repairs of city roads – 93% (126.7 thousand m2 out of the planned 136.7 thousand m2);
- preparation of specialized equipment – 23% (18 units out of the planned 80 units).
More than UAH 183.7 million has been spent on the specified scope of work, in particular:
- for heat supply facilities – UAH 21.4 million,
- for water supply and sanitation facilities – UAH 17.3 million,
- for housing stock and social facilities – UAH 14.5 million,
- for road infrastructure – UAH 130.5 million.
Work is continuing on preparing the region's housing and communal services and social facilities for the autumn-winter period of 2025-2026 under martial law, taking into account security considerations.
