Preparing the region’s housing and utilities facilities and social services for the fall-winter period of 2026–2027 under martial law

By Order No. 294/5-26 of May 7, 2026, issued by the Head of the Regional State Administration and the Head of the Regional Military Administration “On Measures to Prepare Housing and Utilities Facilities in Donetsk Oblast for Operation During the Fall-Winter Period of 2026–2027,” organizational and technical measures were approved to prepare the region’s housing and utilities facilities for operation during the upcoming heating season.

Due to the Russian Federation’s military aggression against Ukraine, active hostilities continue within the region; part of the region’s territory is under temporary occupation or siege (blockade), while the remainder is under shelling or under threat of shelling, which significantly complicates the implementation of the measures specified in the order.

In accordance with the recommendations of the Ministry of Community and Territorial Development of Ukraine, the readiness level of housing and communal services facilities and social infrastructure as of July 15, 2026, should be 50%.

According to the latest information from district state administrations and district military administrations, in the region’s settlements located in territory controlled by Ukrainian authorities—and where this is feasible under martial law—as of July 15, 2026, the readiness level of facilities in the region stands at 55%, or 967 facilities out of the planned 1,759, specifically:

In the housing stock, 854 residential buildings—or 56% of the planned 1,516—have been fully prepared;

the readiness rate for social facilities stands at 54% (43 out of 79), including 36% of healthcare facilities (16 out of 44);

In the heating sector:

Boiler room readiness stands at 49% (34 out of the planned 70);

preparation of heating networks – 28% (61.3 km out of 216.4 km);

replacement of heating networks – 32% (0.775 km out of the planned 2.416 km);

in the water supply and sewerage sector:

repair or replacement of water supply networks – 49% (3.66 km out of the planned 7.46 km);

repair or replacement of sewer networks – 75% (0.65 km out of the planned 0.87 km);

readiness of water supply pumping stations – 43% (16 out of 37);

readiness of sewer pumping stations – 54% (20 out of 37);

in road and bridge infrastructure:

major and routine repairs of city roads – 21% (16,000 m² out of the planned 76,080 m²);

preparation of specialized equipment – 5% (2 units out of the planned 43 units).

Over 36.4 million UAH has been allocated for the specified scope of work, specifically:

for heat supply facilities – 1.0 million UAH;

for water supply and wastewater facilities – 5.7 million UAH;

for the housing stock and social sector facilities – 3.6 million UAH;

on road infrastructure – 26.1 million UAH.

Work to prepare the region’s housing and utilities infrastructure and social facilities for the fall-winter period of 2026–2027 continues under martial law, taking security considerations into account.
