Support, Dialogue, and a Push for New Solutions: The Employment Service — a Reliable Partner for Relocated Businesses

From August 1 to 10, specialists from the Pokrovsk branch of the Donetsk Regional Employment Center held a ten-day series of meetings with relocated employers from Donetsk region who continue to work and grow in safer regions of Ukraine.

Despite the loss of property, changes in workplace location, and new challenges, these entrepreneurs have not given up. They relocate their businesses, adapt to wartime conditions, preserve their teams, and create new jobs. Some began their relocation journey back in 2022–2023, while others are only starting now. Each of them needs support — and the Employment Service is ready to provide it.

During the ten days, specialists held over 30 field meetings with employers across the country, as well as online events attended by about 100 participants. Discussions focused on opportunities for state support, including participation in grant programs, reimbursement of wage costs for employing internally displaced persons (IDPs), employment of people with disabilities and other categories, obtaining training and upskilling vouchers, as well as assistance in staff recruitment and organizing on-the-job internships for the unemployed.

For example, Olena Smulska from Myrnohrad relocated to Chornomorsk, Odesa region, and opened a pet supply store, “ZOO MIX.” During her meeting with Employment Service specialists, she received consultations on grant programs and job creation, has already taken advantage of compensation opportunities, and plans to expand her business.

Kseniia Mokhovikova from Novohrodivka, after moving to Kremenchuk, revived her business and formed a team of IDPs with the support of the Employment Service, receiving wage compensation for their employment. She also applied for a voucher to obtain a master’s degree in psychology and plans to scale up her business.

Nonna Kosenok relocated her building materials store from Selydove to Verkhnodniprovsk, donating part of her goods to the military. At her new location, she resumed operations, kept her business profile, created jobs, and took advantage of wage compensation for employing IDPs.

As a result of these meetings, many employers have already begun using support tools — applying for grants, compensations, and vouchers, as well as requesting assistance in staff recruitment.

The Donetsk Regional Employment Service will continue to support relocated businesses — both those already adapted and those taking their first steps in new conditions.
