State social assistance for low-income families is provided to families who permanently reside in Ukraine and, for valid or independent reasons, have an average monthly total income lower than the subsistence minimum for their family.
DURATION OF ASSISTANCE
✏️ The assistance is granted for six months starting from the month of application.
If the family continues to meet the requirements, the payment is automatically extended for the next six-month period.
💳 AMOUNT OF ASSISTANCE
The amount of state social assistance is determined as the difference between the subsistence minimum for the family and the average monthly total income of the low-income family.
☝🏻 The maximum amount of assistance cannot exceed the subsistence minimum for a low-income family, calculated according to the family’s composition.
🖋 HOW TO APPLY
You can submit an application for state social assistance through:
▫️ a service center of the Pension Fund of Ukraine;
▫️ the Pension Fund’s e-services web portal: portal.pfu.gov.ua;
▫️ the Diia portal;
▫️ the Pension Fund mobile app;
▫️ authorized representatives of local self-government bodies (village, settlement, city councils);
▫️ a CNAP (Administrative Services Center);
▫️ by mail — if the applicant cannot apply in person.
📋 REQUIRED DOCUMENTS
🔹 a standard application form;
🔹 an identity document of the applicant;
🔹 a declaration of income and assets of persons applying for all types of social assistance;
🔹 an income certificate if the declaration contains income information not available in state registers;
🔹 an income certificate for the six months preceding the month of application (if needed);
🔹 a participant in hostilities certificate or another status certificate (if available).

State social assistance for low-income families is provided in accordance with:

📘 Resolution No. 250 of the Cabinet of Ministers of Ukraine dated February 24, 2003, “On Approval of the Procedure for Granting and Paying State Social Assistance to Low-Income Families” (as amended).
