Employment Service Support for Veterans: Grants, Vouchers, and Employment

To help Defenders of Ukraine reintegrate into civilian life, the state offers a wide range of opportunities — from education and employment to running their own business.

Employment Service specialists assist in choosing a future profession and the possibility of mastering it, writing a resume, finding vacancies, and preparing for interviews, providing useful advice at every stage.

Servicemembers who wish to engage in entrepreneurship or develop their businesses after returning to civilian life, as well as people with disabilities caused by the war, can receive government “eRobota” project grants of up to UAH 1 million. In addition, the state is ready to support the spouses of defenders with grants of up to UAH 500,000 to develop family businesses. A mandatory condition is the creation of new jobs.

To implement a business idea, you need to follow a few simple steps:

  1. Submit an application on the “Diia” portal: https://t1p.de/ejw2u

  2. Attach a completed business plan: https://t1p.de/1kmyf

  3. Pass a business reputation check and an interview at the regional Employment Center.

  4. Receive a decision from the State Employment Center and open an account with an authorized bank.

  5. Receive funds and start acting.

It is especially important that by pursuing their business dreams, veterans create jobs and contribute to the state budget through taxes.

There is also an option to receive training through vouchers — not only for veterans, but also for people injured as a result of military aggression or who have survived captivity.

A voucher can be used for training in IT technologies, construction, transport, education, healthcare, agriculture, social services, and more. Individuals can independently choose the profession/specialty, educational institution in Ukraine, and the form of study.

The maximum voucher value is UAH 30,280. If tuition costs more, the employer or the individual pays the difference.

Employers who hire combatants from among registered unemployed persons who have been on record at the Employment Center for more than one month can receive compensation of 50% of actual wage costs.

The maximum monthly compensation cannot exceed UAH 8,000. Compensation is paid for every odd month from the date of employment. The total payment period is 6 months within a year.

If an employer is ready to hire a combatant but the person lacks the required qualifications, the Employment Service will organize training, retraining, or upskilling for the future employee.
