On October 14, 2026, Yuriy Klyuchka, Deputy Head of the Donetsk Regional State Administration, participated in a working meeting of the Ministry of Agrarian Policy and Food of Ukraine to discuss draft amendments to the Procedure for the Use of Funds, provided for in the state budget for state support of agricultural producers, approved by Resolution No. 886 of the Cabinet of Ministers of Ukraine dated August 11, 2021.

The amendments provide for the introduction of state support in the form of a budget subsidy calculated per hectare for land plots on which military engineering, technical, and fortification structures are located. Participants were also presented with a preliminary procedure for receiving payments, which involves submitting applications through the State Agrarian Register (DAR) and their review by regional commissions.

During the discussion, Yuriy Klyuchka submitted proposals for the draft resolution that take into account the specific conditions of the frontline region, where a significant area of agricultural land is used to meet defense needs.

The proposed initiatives are aimed at protecting the interests of the owners and users of such land plots in receiving appropriate state support.
