Employment Service Becomes More Accessible: How Digitalization Works Today and What’s Next

Finding a job, changing a profession, or getting support during a difficult period in life should be simple. That is why the State Employment Service of Ukraine is actively moving to a digital format, so people can receive services quickly, conveniently, and without complicated procedures.

What Is Already Available Online

In 2025, most employment service offerings can be accessed remotely—from a smartphone or computer.

The “State Employment Service” mobile app has become a helpful tool for jobseekers. It is integrated with vacancies from the State Employment Service as well as private platforms (Work.ua, Robota.ua). Through the app, users can:

browse job vacancies across Ukraine;

apply for training or retraining programs;

request certificates without visiting offices.

The Jobseeker’s E-cabinet (https://www.dcz.gov.ua/cabinet) allows users to view benefit accruals and submit applications online. If a personal visit is needed, the electronic queue makes it possible to book an appointment in advance and save time.

Through the Diia portal, users can obtain unemployed status online (https://diia.gov.ua/services/otrimannya-statusu-bezrobitnogo) and apply for benefits. This is especially important for internally displaced persons, residents of frontline communities, and those who cannot physically visit an employment center.

The Employer’s E-cabinet (https://www.dcz.gov.ua/cabinet) enables employers to post vacancies, track their staffing status, see how many candidates have been referred, submit reports, and more.

The Unified Vacancy Portal (https://www.dcz.gov.ua/job) brings together hundreds of thousands of job offers from various sources. This gives people more options and helps them find suitable employment faster.

What’s Next

In line with the Employment Strategy until 2030, a unified digital support system for individuals and businesses—“Obrii”—will be created. Through this platform, all services will be combined into one clear pathway: from the first inquiry to employment, training, or starting a business. Users will no longer need to search for where to go or what documents to submit—the system will guide and support them at every stage.

Diia will become the main gateway for interaction with the employment service: registration, benefits, grants, training—all within one digital space.

Special attention will be given to training and retraining. Through digital services, people will be able to receive grants of up to UAH 15,000 for training in in-demand professions. This will help individuals adapt more quickly to changes in the labor market and find stable employment.

Digitalization of the employment service is about care: fewer papers, more time, and clear services that help people find jobs, grow, and look confidently toward the future. The key is being close to people.
