In Ukraine, the number of people engaged in domestic work is growing — those who help with household chores, care for children or the elderly, clean, or cook.
To ensure that such workers have the right to decent pay, social protection, and insurance experience, the state has regulated their legal status and the procedure for official employment.
Who is a domestic worker?
A domestic worker is an individual who performs paid work for a household (not for a company or organization).
Domestic work is defined as activity carried out regularly for at least 40 hours per month.
If the work is performed occasionally or for a shorter period, it does not fall under the legal definition of “domestic work.”
It is prohibited to hire individuals under the age of 16 as domestic workers.
Payment of contributions and taxes
Domestic workers who are legally employed pay:
— 18% personal income tax (PIT);
— 1.5% military tax;
— 22% single social contribution (SSC) — if they voluntarily participate in the social insurance system.
These payments ensure insurance experience and access to social benefits — including pensions, financial assistance, and compensation in case of temporary disability or workplace accidents.
