On June 11, 2025, representatives of the Department of Social Protection of the Population of the Regional State Administration and local self-government bodies participated in the webinar "How to assess the effectiveness of IDP Councils?". Members of the Council on Internally Displaced Persons at the Donetsk Regional State Administration and members of local IDP Councils took part in the event.
The webinar was conducted with the support of the organization "Charitable Foundation 'Stabilization Support Services'" as part of the project "Supporting the capacity of state institutions and local communities in strengthening the social protection system in Ukraine," implemented with the support of the UN Refugee Agency in Ukraine (UNHCR).
During the event, members of the IDP Councils learned about the assessment of the effectiveness of IDP Councils: what it is, who conducts it, what the evaluation criteria are, what the consequences for IDP Councils are, and the 4 main areas of assessment:
- organizational activities;
- visibility of the IDP Council;
- influence on decision-making of local/national significance;
- partnership/joint activities.
Participants became familiar with "indicators," "metrics," "criteria" of effectiveness, and other key terms that allow for the assessment of the activities of IDP Councils, and received recommendations from the expert on internal displacement and democratic governance, Anastasia Serbina, regarding working with the results of the effectiveness assessment of the IDP Council's activities.
The effectiveness assessment is a key tool for improving the quality of the IDP Council's work. It allows for a comprehensive analysis of activities, identifying both successful practices and areas for improvement, which ultimately contributes to strengthening the Council's capacity, more effective decision-making, and better meeting the needs of displaced persons.
