On September 3, 2026, a meeting of the thematic working group was held in Kyiv on the topic: “The Organization of Public Authority in Temporarily Occupied, De-occupied, and Frontline Territories Following the Termination or Repeal of Martial Law.”
The meeting was attended by the Chair of the Subcommittee on the Restoration of State Authority and Local Self-Government in the Temporarily Occupied Territories of Ukraine, in the Autonomous Republic of Crimea and the city of Sevastopol, of the Verkhovna Rada Committee on the Organization of State Authority, Local Self-Government, Regional Development, and Urban Planning, as well as People’s Deputy of Ukraine Tamila Tasheva and Chairwoman of the Verkhovna Rada Committee on the Organization of State Authority, Local Self-Government, Regional Development, and Urban Planning Olena Shulyak.
The event was attended by Yuriy Vinokurov, First Deputy Head of the Donetsk Regional State Administration, and representatives of the regional state administration’s structural units. The purpose of the meeting was to discuss key issues and priorities, present the participants’ positions on the development of legislative initiatives in this area, and determine future directions for the thematic group’s work.
During the meeting, the organizers presented the project’s areas of focus and discussed approaches to organizing public administration in temporarily occupied, de-occupied, and frontline territories following the termination or lifting of martial law, taking into account various scenarios for the end of the war.
