At the invitation of the Volyn Regional State Administration, representatives of the Donetsk Regional State Administration—Artem Chagan, Director of the Department of Agro-Industrial Development and Land Relations, and Semen Paniotov, Director of the Department of Economy—took part in the “Volyn Economic Dialogue – 2026” forum in Lutsk.
The event was held as part of the “Enhanced Partnership for Sustainable Recovery” (EPSR) project, which is funded by the Government of Sweden and implemented by the United Nations Development Programme (UNDP) in Ukraine.
The main themes and strategic priorities of the forum were:
- cooperation between local and relocated entrepreneurs to develop a high-value-added processing industry;
- development of key sectors: cutting-edge agricultural processing, high-tech machinery manufacturing, and alternative energy;
- transformation of Volyn into an innovation and manufacturing hub, taking into account its new role in EU integration.
For businesses from Donetsk Oblast and other frontline territories, the forum offered the following opportunities:
- partial relocation of individual production lines without interrupting main production;
- creation of backup warehousing and logistics facilities;
- access to markets thanks to a strategic border location;
- individual support for each promising project (from selecting a land plot or production facility to resolving logistical issues for evacuated personnel).
The Volyn Regional State Administration plans to incorporate all joint recommendations and proposals developed as a result of the forum into the economic section of the Volyn Development Strategy through 2034.
