On October 22, a seminar was held with representatives of district and local military administrations to discuss the procedure for receiving and transferring documents (files) in the event of a change in the head of an institution or the head of an archive, or the dissolution of an institution. More than 230 specialists from the Donetsk region participated in the seminar.

The event also addressed the following issues:

  • the specifics of optimizing the basic network of cultural institutions and the relevance of establishing Cultural Services Centers;
  • the criteria used to identify enterprises, institutions, and organizations that are critical to meeting the needs of the local community during a special period in the Donetsk region;
  • the 2026 reservation reform: new reservation rules, limits, and inspections;
  • the RPZM and the International Register of Damages;
  • preventing conflicts of interest and complying with restrictions on the joint work of close relatives under martial law;
  • Key Areas: the state business support program; the results of the work of local government registration bodies; the status of data updates in the Territorial Community Register;
  • the inability to register communal property rights in the State Register of Real Rights for ownerless hydraulic structures due to the lack of a unified legal position among state registrars.

The seminar was organized and conducted by the Department for Coordination with Local Self-Government Bodies in collaboration with the relevant departments of the regional state administration, the State Archives of Donetsk Oblast, the Donetsk Oblast Employment Center, the Main Directorate of the State Migration Service of Ukraine in Donetsk Oblast, and the Kharkiv Interregional Directorate of the Ministry of Justice.

During the seminar, participants acquired new skills and knowledge, actively participated in discussions of reports and presentations, and shared their suggestions regarding topics for future meetings.
