The procedure for exchanging temporary residence permits for foreigners and stateless persons during martial law is regulated by the Resolution of the Cabinet of Ministers of Ukraine dated October 21, 2022, No. 1202 (as amended on February 5, 2026).
The document stipulates that if the deadline for applying to exchange a residence permit occurred after February 24, 2022, foreigners and stateless persons must submit documents for the exchange within 90 days.
Important: the 90-day period begins on May 7, 2026 — the date when the resolution entered into force.
If the residence permit is still valid and the deadline for its exchange has not yet arrived, individuals must apply to the territorial bodies or subdivisions of the State Migration Service of Ukraine no later than the last day of the permit’s validity period, provided there are legal grounds defined by legislation.
It should be noted that the provisions of this resolution, under which the validity period of residence permits was extended during martial law, did not apply to citizens of the Russian Federation.
Foreigners and stateless persons whose residence permit exchange deadline fell after February 24, 2022, are advised not to delay and to apply to the State Migration Service within the established 90-day period in order to avoid violations of migration legislation.
