Reform of the law enforcement sector: a contribution to the security of Ukraine and the EU

A regional conference titled “Reforming Law Enforcement Agencies in the Context of Ukraine’s European Integration: Implementation of the Comprehensive Strategic Plan for Reforming Law Enforcement Agencies for 2023–2027 and the Regional Dimension” was held in Dnipro. 

The event was attended by representatives of central and regional authorities, law enforcement agencies, international organizations, and the expert community.  Among the participants were Ukrainian Minister of Internal Affairs Ihor Klymenko, British Chargé d’Affaires in Ukraine Charlotte Suren, and Head of the EU Advisory Mission in Ukraine Rolf Holmbo.

The Donetsk region was represented at the conference by Ihor Boiko, Deputy Head of the Donetsk Regional State Administration, as well as Oleksandr Vdovenko, Deputy Director of the Department and Head of the Division for Mobilization, Defense, and Interaction with Law Enforcement Agencies within the Department of Civil Protection, Mobilization, and Defense of the Donetsk Regional State Administration.

During the conference discussions, participats addressed the priorities and status of the Comprehensive Strategic Plan’s implementation, Ukraine’s progress in meeting EU requirements, the regional dimension of reforms in the context of European integration, and next steps for implementing changes.

Ukrainian Deputy Prime Minister Taras Kachka emphasized that reform of the law enforcement sector contributes to the shared security of Ukraine and the European Union, and is also one of the key elements of the EU accession negotiation process. He emphasized that Ukraine is already technically ready and meets all the necessary conditions for accession, as it is in the active phase of implementing key reforms. 

The role of the regions in the rapid and effective implementation of reforms was highlighted, as was the importance of coordination with the European Union in the areas of criminal justice, anti-corruption policy, and law enforcement activities. 

The event was organized as part of the “Reforming the Civil Security Sector in Ukraine” project, which is being implemented by Chemonics UK in partnership with Siren Associates with the support of the Government of the United Kingdom.
