In 2026, all applicants who are registered or declared to reside in the Temporarily Occupied Territories (TOT) or in areas of active hostilities are eligible for admission under Quota 2. This means they participate in a separate competition for state-funded spots and do not compete for them alongside other applicants.
Who applies based on NMT results?
If you left before October 1, 2025, you apply based on your NMT results and participate in the competition for state-funded spots under Quota 2.
Who can choose between the NMT and an interview?
If you are still in the temporarily occupied territories (TOT) or in areas of active combat operations, or if you left after October 1, 2025, you may apply based on your NMT results or take interviews on NMT subjects at the higher education institution of your choice.
Important: Before submitting your first application, you must contact the admissions committee of any higher education institution to register your eligibility for special admission conditions in the EDEBO system. You can register your applicant’s online account on the EDEBO portal. The application period for bachelor’s and medical master’s programs will run from July 19 until 6:00 p.m. on August 1.
Through your personal account, you can:
- register for interviews and creative competitions;
- submit applications;
- track their status;
- confirm your choice of institution.
Admissions assistance is provided by educational centers, which operate from June 1 through September 30. They provide support at every stage, and some parts of the process can be completed remotely, even before departure.
Free housing is provided during the admissions period. Scholarships, government support, and assistance with adaptation are also available.
If you’re just planning to leave, the President of Ukraine’s “Bring Kids Back UA” initiative helps you leave for free, confidentially, and with full support—even without documents.
If you’re not ready to apply right away, preparatory programs are available, including a “zero-level course.”
