Yes, for certain categories of citizens, submitting a military registration document is mandatory. This applies in particular to individuals discharged from compulsory military service, as well as to persons liable for military service during martial law and reservists. The presence or absence of such a document may affect the registration procedure at the employment center for men of conscription age.

Typically, one of the following documents must be provided:

  • a military ID;

  • a temporary certificate of a person liable for military service;

  • a certificate of registration at a conscription station with a note confirming registration with a territorial recruitment and social support center, or a note indicating removal from military registration.

A military registration document confirms a person’s status regarding military duty. It is issued to Ukrainian citizens who are conscripts, persons liable for military service, or reservists.

Such a document can be issued (or replaced):

  • in electronic form — via the electronic кабинeт (account) of a conscript, person liable for military service, or reservist, and/or through the state e-services portals, including the Diia portal;

  • in paper form.

Please note: both electronic (including printed copies) and paper versions have equal legal validity.

An electronic military registration document is valid only if it contains a QR code and cannot be used without it.

If a person does not have a military registration document, they may be denied unemployment status and registration at the employment center until the required documents are provided.
