Digital veteran status without paperwork: launching updated services on Diia

Published 23 April 2026 year, 10:26

Government services for veterans are becoming even more accessible. The Ministry of Veterans Affairs, in collaboration with the Ministry of Digital Transformation, is updating the “e-Veteran ID” and launching a new service, “Data from the Veterans Registry,” in the “Veteran Pro” section of the Diia app. This update radically changes the way digital services are provided, making them faster and more transparent.

🔹 What does this change in practice?

Previously, for the e-ID to appear in Diia, one had to wait for the paper document to be issued and its number to be entered into the registry. From now on, the digital ID is generated based on an entry in the Unified State Registry of War Veterans (USRWW), which is created directly by military units. This means that you can use Diya’s services immediately after receiving your status, without waiting for a physical document.

🔹 Additionally, in the “Veteran Pro” section, you’ll be able to view your own data from the veterans’ registry to verify its accuracy. The “Data from the Veterans Registry” service is the first step toward the ability to correct data through Diia. It is planned that veterans will be able not only to view their data from the registry but also to submit requests for corrections online. The first part of the functionality—data viewing—is now being launched.

🔹 Who can use the service?

Veterans and family members of fallen Defenders of Ukraine who have:

  • Certificate of Combatant,
  • Certificate of a Person with a War-Related Disability,
  • Certificate of a Family Member of a Fallen Defender of Ukraine,
  • Family Member of a Fallen (Deceased) War Veteran / Certificate of a Family Member of a Fallen (Deceased) War Veteran,
  • war veteran certificate,
  • certificate of a victim of the Revolution of Dignity.

🔹What is important for users to know right now?

The new e-certificate will display an 11-digit “registration number.” This is the unique record number for the veteran in the Unified State Register of Veterans, under which the system stores information about the granted status. If you already have a paper certificate, Diya will display both its number and the registration number. The paper document remains valid and will continue to be used where required by law.

If the e-certificate has not been updated, this may indicate that the status data has not yet been transferred to the registry, the data itself contains errors, or the photograph is missing from the demographic registry. In this case, you should contact the authority that granted the status to update the information.

🔹How to take advantage of the new features?

  • e-Certificate: In the Diia app, go to the "Documents" section, select "Add Document," and tap "Veteran Certificate."
  • Data from the registry: Go to the “Veteran Pro” section in Diya and use the “Data from the Veterans Registry” service to view information.

These services were developed by the Ministry of Veterans Affairs and the Ministry of Digital Transformation with the support of the “Digitalization for Growth, Integrity, and Transparency” (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev. The project partner is the Eastern Europe Foundation.
